Remediation - Buckshaw Village, Chorley, Lancashire
The Royal Ordnance Factory at Chorley has been a major production facility for explosives and explosive devices since 1936. Parts are still operational today, although rationalisation of production in 1993 resulted in the release of 265 hectares for redevelopment. BAE Systems Environmental were the Design and Build Contractor for an £11.5 million contract to remediate 160 hectares of the site for the mixed use Buckshaw Village redevelopment.
The scope of work included the preparation of a detailed remediation plan in support of the Planning Application. Planning permission was granted, largely because of the Local Authority’s confidence in our specialist competencies with explosive contaminants. The remediation plan specified a complex methodology designed to promote land buyer confidence for housing and business redevelopment, yet retaining all materials on site.
The works were carried out between October 2000 and November 2003. Before remediation BAE Systems Environmental also carried out significant environmental and geotechnical site investigations and risk assessment to allow remediation strategy design and submission of appropriate planning applications.
Key Achievements: -
- The establishment and operation of a 50,000 m3 licensed landfill for hazardous waste.
- Decontamination and demolition of 750 former explosives process buildings and a further 750 associated buildings
- Recycling and on-site reuse of all materials arising from demolition, including some 350,000 m3 of concrete and 20,000 tonnes of scrap metal
- Remedial earthworks involving the handling of some 2,000,000 m3 of materials
- Construction of some 16 hectares of parkland including 14,000m3 of topsoil manufacture and planting
BAE Systems Environmental acted as Principal Contractor and Planning Supervisor for the remediation project. The sustainable approach to remediation of the site earned the project a Business Commitment to the Environment Award.
Following completion of Buckshaw Village project, the remaining 115 hectares of the surplus site have undergone site assessment and are now undergoing by BAE Systems Environmental remediation and development forming further residential, industrial and commercial land.
