Overview

  • ATTAC (Availability Transformation: Tornado Aircraft Contract) provides guaranteed availability of Tornado aircraft for the RAF. The contract is potentially worth in the region of £1.5 billion and will save the MOD £510 million over the initial 10 years of the programme.
  • The contract includes on-aircraft maintenance of the GR4 fleet, spares support, technical support and training.
  • The approach builds on availability improvements and cost reductions achieved through earlier pilot programmes

 

Key Facts/Figures

– First pilot, signed in 2001 and worth £45m, extended support of GR4 Avionics items
– Next, in 2001 a partnered approach to repairing structural items was agreed, worth £35m
– In 2002, a £75m, eight year ‘power by the hour’ contract for the F3 Foxhunter radar was signed
– A £76m ten-year support service for the secondary power system (SPS) was signed in 2004
– The Combined Maintenance and Upgrade (CMU) contract signed in Dec 2005 is worth £130m
– In December 2006, BAE Systems was awarded the ATTAC contract, Phase 1, worth £947m.
– The second/final element will deliver a series of ‘supplemental’ contracts covering the remaining avionics and general systems requirements, plus engineering support services by end of 2007

Performance

– The F3 radar is achieving availability of 98% and has delivered savings of over £5m
– Support to the SPS has been contracted at 35% less than historic cost and will save £27m
– CMU will reduce the cost of supporting the Tornado fleet by £100m
– Over the pilots, the target for 85% of line replaceable items to be exchanged within an hour is being exceeded and cost savings of 20-40% made when compared to traditional support.
– CMU reduced traditional maintenance manhours by 50%
– Support to secondary power system has been undertaken at 23% less than the historical costs

Background

– All the pilot contracts are delivering significant improvements at significantly lower costs
– Initial delivery of the service commencing in mid 2007 and will be fully in place by the end of the year.
– The ATTAC contract will provide the RAF’s front-line with a guarantee that the Tornado aircraft’s availability, capability and effectiveness will be maintained throughout its service life
